Planning Work Program (PWP) & 5-Year Calendar
The Planning Work Program is the annual work program or scope of work for the RPO. It consists of a funding table and identifies the planning priorities for the coming year and defines the planning work products and activities to be carried out by the RPO staff. The PWP is revised by the Technical Coordinating Committee and adopted by the Transportation Advisory Committee on an annual basis. The 5-Year Planning Calendar connects the short-term goals of the annual planning work program to the long term goals and priorities of the RPO. The 5-Year Planning Calendar is reviewed and revised each year.

TAC & TCC Bylaws
The bylaws for both committees are adopted by the TCC and TAC. The bylaws state the duties and responsibilities of each committee, define officers and officer term limits, and further define the membership of each committee stated in the Memorandum of Understanding. TAC Bylaws TCC Bylaws
Memorandum of Understanding (MOU)
The Memorandum of Understanding is the charter document that establishes the creation of the Eastern Carolina Rural Planning Organization. It is an adopted and signed agreement between Duplin, Greene, Lenoir, Wayne counties, NC Department of Transportation, and the Eastern Carolina Council. The MOU states the purpose of responsibilities of the RPO and references the establishing General Statutes that create the RPO system. Public Involvement Plan (PIP)
The Public Involvement Plan is formally adotped statement policy or plan regarding public involvement activities related to the work of the RPO. The PIP provides guidance to staff to ensure adequate public review techniques and opportunities are provided, based on specific activities, documents or processes. Public Involvement Plan
Prospectus
The Prospectus is a formal reference guide that provides a detailed description of the full range of potential work elements that are eligible for inclusion in a planning work program. Prospectus
RPO Administrative Procedures Manual
The NC Association of Rural Planning Organizations and the NCDOT Transportation Plannning Branch have developed a RPO Administrative Procedures Manual, last updated in 2012. The RPO Manual describes the authority, organizational structure, funding, and operations of a Rural Planning Organization. RPO Manual
