Kinston Comprehensive Transportation Plan (CTP) 2007The Kinston Comprehensive Transportation Plan was developed as a joint effort between the City of Kinston, Lenoir County, the Eastern Carolina RPO, and NCDOT. The goal of the study is to produce a long range trasnportation plan for Kinston and assisting local governments and the public with transportation decisions over the next 25-30 years. The CTP involves analysis and recommendations for highway and bicycle improvements. The CTP was adopted by the Kinston City Council on August 20, 2007 and endorsed by the Eastern Carolina RPO on August 27, 2007. The NC Board of Transportation adopted the Kinston CTP on February 6, 2008.
