Michael Avery, AICP joined the ECCOG team in January of 2017. Since retiring as the director of planning and inspections for the City of New Bern 2012 after 26 years, he has served as president of The Avery Group, Inc. and with NFOCUS Planning out of Kannapolis, NC. During his 26 years with the City of New Bern he worked in and managed: the City’s land use regulations (zoning, subdivision, HPC and flood plain ordinances); NC building codes (building, minimum housing codes and nuisance abatement); and Housing (CDBG, NCHFA, FEMA, FMHA, NRCDC and Emergency Repairs) programs.
Mr. Avery was active in comprehensive and short term planning efforts, ordinance rewrites and updates, CAMA plans and public access projects, Urban Design Plans, wildlife corridor planning, transportation plans (including bike and pedestrian), recreation plans, safe routes to schools, conservation and LID subdivisions, establishing a non-profit CDC, and working in historic preservation for the City’s historic districts. He also developed and worked on various public and private grant applications (CDBG, NCHFA, FMHA, FEMA, CAMA, US Dept. of the Interior, PARTF, US Dept. of Justice Weed and Seed, NC Dept. of Cultural Resources, NCDOT, Duke Endowment, Brownfields, NCDOC, Z. Smith Reynolds and others.
Prior to coming to New Bern Mr. Avery helped establish the State of NC’s Small Cities CDBG program under the Division of Community Assistance and served as a monitoring supervisor.
He began his professional career as Director of Planning and Community Development for the City of Elizabeth City, NC., implementing its planning, land-use and housing programs.
Mr. Avery received his BA in Political Science with minors in Economics and Sociology from Appalachian State University, as well as his MA in Local Government Administration. He is a past president of the NC Chapter of the American Planning Association.
