Local Military / JLUS

Military installations are an integral part of the ECC Region, their communities and respective economies. 

The following installations are located in the ECC Region:

Marine Corps Air Station (MCAS) Cherry Point is located in Havelock, NC (Craven County).

Marine Corps Base (MCB) Camp LeJeune is located in Jacksonville, NC (Onslow County).

Marine Corps Air Station (MCAS) New River is located in Jacksonville, NC (Onslow County).

Seymour Johnson Air Force Base is located in Goldsboro, NC (Wayne County).

Coast Guard Station Group Fort Macon is located in Atlantic Beach, NC (Cartetet County).

JLUS

In 2002 ECC facilitated completion of the Eastern Carolina Joint Land Use Study (ECJLUS).  A Joint Land Use Study is a process where communities and military installations work together to develop common growth management strategies.  Military bases are economic engines for the regions in which they exist and, consequently, are important assets.  Encroachment is a problem for all military bases because of increasing incompatible civilian development near the bases.  Due to the adverse affects of military operations on civilian development near military bases, such as noise and mishap potential, incompatible development can adversely impact the ability of the base to conduct its mission and therefore bring into question its future existence.  Most importantly, in order to continue to protect the Nation, the military needs the ability to train and effectively conduct its missions. 

Five local communities in the Craven/Carteret area partnered to engage in a planning process that would protect the communities need for growth while insuring compatibility with local military base needs for training and operational space.  Craven County, Carteret County, the City of Havelock, the Town of Emerald Isle and the Town of Bogue as well as MCAS Cherry Point, MCALF Bogue and the State of North Carolina were involved in the Eastern Carolina Joint Land Use Study (ECJLUS).  In addition to cash and in-kind contributions from local governments and the State of North Carolina, the Department of Defense, Office of Economic Adjustment (OEA) provided some funding for the study.

 

This study was completed, published and presented to local governments in December 2002. The OEA considered this an exemplary study and is using it as a model for others to follow.  The Technical Advisory Committee (TAC) members sought and won additional funding from the OEA to implement the study recommendations.  These were completed in 2006.  Since that time the TAC has contintued to meet periodically to address issues as they arise.
